From here on, the tasks before the special manager are clear, after it became evident that we will receive a derogation from the US." Former Minister of Energy Alexander Nikolov stated this in an interview for BNT. He also asked who will lead the National Energy Regulator (NAER) after such a controversial budget has been approved.
According to him, both GERB and CC-DB should be very happy with the appointment of Spekov as special manager. If they are not happy with the appointment, they should explain why, Alexander Nikolov urged.
He insisted that Rumen Spekov sheds light on the fuel supply process and also reviews the structure of financial flows."
At the moment, the special manager is overburdened with a lot of duties and responsibilities, as talks with the owner of the refinery follow. Any decision that follows from here on out must be coordinated and confirmed. "If the interests of the refinery in Burgas are not violated, there will be no need for arbitration," emphasized Alexander Nikolov.
The storm around "Lukoil" has passed, but there are still many risks. "The refinery in Burgas is a strategic asset not only for the Balkans, but also for Southeast Europe, as there are enough strategic interests for a change of ownership or of separate companies towards "Lukoil". The sale itself will happen in several stages. Most likely, the first stage will be a discussion with the owner of the company. There may also be a sale of all assets by the owner, but it would be very strange if the deal is approved and we say "No," said Nikolov.
The former energy minister hopes that everyone will agree to the sale of "Lukoil" in order to avoid arbitration proceedings. Alexander Nikolov hopes that the state will not become the owner of the refinery in Burgas.
