The Central Commission for Combating Antisocial Behavior of Minors and Underage Individuals of the Council of Ministers held a meeting and adopted a Report on the activity of the Central and local commissions for combating antisocial behavior of minors and underage individuals in 2023, as well as an Analysis of the state and trends of crime and antisocial behavior committed by them in 2023.
"I am satisfied with the work done in 2023, with the increased number of campaigns, initiatives and activities aimed at combating antisocial behavior that the Commission has implemented. "I am concerned, however, about the trends related to the decrease in age of delinquency, the increase in numbers and severity of some offenses, and the increasingly widespread use of opioids - despite the reported overall decrease in crime compared to 2022. The feeling of a lack of state and security seriously affects the mental state of adolescents, and it is no coincidence that we are witnessing such a decline in moral values," stressed Zafirov.
Among the main criminogenic factors for crime and anti-social behavior among minors and juveniles were recorded a low standard of living, unemployment, poverty, value systems that tolerate aggression and violence, including through media and the internet, dropout and exclusion from school, insufficiently developed system of psychological help and social-pedagogical services, violence within families, low education and culture of parents, communication problems between parents and children, and others.
"I understand that the political situation in the country has contributed a lot, but it is not good that in the middle of 2025 we are presenting a report for 2023. It is necessary to promptly present the report for 2024 as well. "This will give us the opportunity to more evenly assess the problems and to propose measures to address them," said Zafirov. The central committee consists of representatives from all relevant institutions. It is supported by local committees, whose activities include the analysis of criminogenic factors, prevention and limitation of their actions, identification, research and analysis of issues related to deviant behavior of young people in the territory of the respective municipality/district, work on strategies, programs and projects; partnerships with other institutions, qualification activities.
Due to the serious interest in academic and socio-political circles, the Central Committee will resume the publication of the journal "Public Education," which has a history of over 70 years.
