The name of the special manager of "Lukoil", proposed by the Ministry of Economy, is Rumen Spezov. This was stated by Minister of Economy Petar Dilov after a state emergency council convened by Prime Minister Rosen Zhelyazkov.
In accordance with the provisions of Chapter 4 of the law and based on the opinion of the State Security Council, I have proposed a candidate for special manager. The candidate, Mr. Rumen Spezov, nominated by me, meets all legal requirements," announced Minister of Economy Petar Dilov after the State Security Council in the Council of Ministers.
It will be the Minister of Economy who will initiate the procedure for appointing a special representative of the four companies in the "Lukoil" group in Bulgaria.
"The proposed candidate will guarantee effective and lawful control over the person operating the critical infrastructure." Mr. Spekov manages the most important agency in Bulgaria - the revenue agency. He has managed it under various governments and has always demonstrated professionalism, political impartiality, and managerial skills," Dilov stated.
A decision on appointing a special director is expected to be made within the day during a remote meeting of the Council of Ministers, clarified Justice Minister Georgi Georgiev.
The ambition is for the special director to be registered in the Commercial Register no later than Monday, in order to assume operational control a few days before the sanctions take effect.

"We have taken absolutely all actions with all possible control authorities - the Ministries of Justice, Economy, Transport, and a special expert group that has developed all scenarios. The most important scenario was the one in which the country will receive the corresponding derogation or general license by 21st, so that all objects related to "Lukoil" can continue their work on the territory of the country without any concern - these are the 4 subsidiary companies of the sanctioned parent company "Lukoil". Our most important task is to ensure the security of energy supplies until we receive the general license," said Minister of Energy Zhelyo Stankov.
"There is an intensive daily dialogue, every day there is a new development. "So far, it has been agreed upon with our partners," also commented the Minister of Justice Georgi Georgiev.
"The refinery is an element of critical infrastructure, for which the state has its commitments in favor of society. The goal is for it to continue its operational activity without any obstacles after November 21.
This was stated by the Prime Minister at the beginning of the meeting of the Security Council, prior to the appointment of the special administrator.
Earlier today, the leader of GERB, Boyko Borisov, stated that a derogation is expected to be received within the day, as well as the name of the special commercial representative of "Lukoil Neftochim".
