Parties from the ruling majority have united around this thesis to calm the tension in Parliament.
In a national broadcast, MUH leader Radostin Vassilev issued an ultimatum that If MUH's Parliamentary Group is not restored on Wednesday, "Kiseleva will never sit as Chairman again".
"Each parliamentary group presents to the Chair of the National Assembly a decision for its formation, the group's name, a list of its leadership and members, signed by all the members of the group. The President of the National Assembly announces the parliamentary groups and their leadership at the same session of the National Assembly. The President of the Parliament informs about any changes in the parliamentary groups immediately after being notified," reads article 13 of the current Rules of Procedure of the National Assembly.
The issue arose after the decision of the Constitutional Court, which saw three members of the MUH party leaving and two others joining - thus increasing the number of MUH's parliamentary group to 9 members for a short period of time. During this one week period, in which the two new MPs of MUH have not been sworn in, according to Vassilev, the rulebook cannot be used to declare that MUH's PG is disbanding. "The Rulebook of the National Assembly states that the PG can only disband when it is left by already sworn in MPs who have become independent. We do not have such MPs who have not been sworn in. The decision of the CEC for one of them was made yesterday and Friday is the first day when he can take the oath. And for the other - the decision was made last Friday, and he has not been abroad until today," Vassilev underlined over the weekend.
And on several TV shows he made numerous threats and insults towards the Speaker of Parliament.
"Shame and disgrace! Nataliya Kisilova must resign immediately. She does not abide by the provisions of the constitution and when she starts making decisions, after the MPs have not been sworn in, it is nothing more than deception." "We will not allow her to ever sit on the parliamentary tribune again. We will file a complaint against her to the Chief Prosecutor under Article 282 of the Criminal Code. We declare civil disobedience and strike actions starting from Wednesday," said Vasilev.
And he directly threatened: "There will be no meetings until she herself reads that what she did was foolish... There will be protests, there will be bloodshed. It might even be my own blood... I have no problem being a hooligan in the fight against the mafia. Call me Robin Hood if you want."
Kiselova herself pointed out that she does not see any mistake and that she has discussed this issue at two chairmen councils.
"Formally, Kiselova may be right, the rules have been violated. From another point of view, the rules should be clarified because this is an extraordinary situation." There are elegant ways to get out of the situation, but without hysteria, we are not preparing for apocalypses," stated Toshko Yordanov, the chairman of the parliamentary group of TISP.
