The number of complaints concerning alleged violations of the Election Code linked to campaigning by Rumen Radev in support of Iliyana Iotova has reached 104. The figure was announced during a meeting of Bulgaria’s Central Election Commission, which is still examining the complaints, including those filed against Prime Minister Rumen Radev.
Speaking in Parliament, the prime minister again said he did not believe that calling on voters to support Iliyana Iotova violated the Election Code. “When does the campaign begin, and what period were we in at that time? Did you take that into consideration?” Radev asked.
Some commission members relied on the same argument and rejected the view that the statement constituted campaigning. The rapporteur in the case said: “My opinion as rapporteur is that there is no violation, and the prime minister is not a civil servant either.”
Other members of the commission took the opposite position and said there had been a violation. “I do not believe that the Council of Ministers can function as an election headquarters and press center. Allowing such a precedent compromises the fairness of the vote,” a commission representative commented.
Meanwhile, citizens reported that votes they had cast were not reflected in the results. One case came from a polling station in the town of Elena. Valentin Dimitrov said he had voted for candidate number 13, Boris Anzov. He said the ballot was printed without a problem, he placed it in the ballot box and left, but the following day the protocol showed zero votes next to number 13.
“It is possible that I was the only one who voted and that there were no others. But where is my vote?” Dimitrov said.
The commission responded that discrepancies in the protocols had been corrected. The updated protocols now show two votes for the candidate. Stoyanka Baleva explained that numbers had been transposed in some places—for example, a result for number 7 had been entered against number 8, with the data shifted upward by one place. She said the information had now been corrected and that no discrepancies should remain.
The commission also recalled that campaigning for the second round continues until midnight on Friday. The ballot paper design has already been approved. It will fit on one page, and the participating pairs will retain their assigned numbers.
