A total of 420 employees of the National Toll Administration will be dismissed by the Road Infrastructure Agency, API, as part of an upcoming reform. Some of those affected will be able to apply for positions at the Ministry of Interior, the Customs Agency or the National Revenue Agency.
The changes were discussed at a meeting between API management and representatives of the Podkrepa trade union. The union’s vice president, engineer Yoanis Parteniotis, said that 505 staff positions would be eliminated in total, although 85 of them are currently vacant.
The reform will be implemented in two stages. During the first four months, API’s new organizational regulations are expected to be adopted, while some National Toll Administration functions will be transferred to other structures. On November 11, the unions and toll administration management will begin work on selection criteria. Human resources representatives from the Ministry of Interior and the Customs Agency will also participate.
The employment contracts of the 420 workers with API will be terminated, and they will receive the compensation due to them. Moving to another administration will not happen automatically. Applicants will have to meet the requirements for the relevant position and complete an appointment procedure.
A new executive agency under the Ministry of Transport is planned. It will take over road-toll collection, the maintenance and administration of the electronic system, and the processing of risk-profile information. Some of the current personnel may move to the new structure.
API assured that the changes would not reduce road-toll collection or weaken control. Oleg Asenov said digital tools would make inspections more efficient, while the National Toll Administration’s functions would gradually be transferred to a single control body.
According to information presented by the unions, the contracts of approximately 85 to 87 employees in the regional road administrations are also expected to be terminated. Administrative staff will be primarily affected, rather than engineering and technical specialists.
The change is linked to plans to centralize public procurement within API’s central administration. Parteniotis said the cuts should be completed by the end of 2026 because funding for the positions has not been included in the 2027 budget. Jobs in the National Toll Administration will be guaranteed for the next four months.
API employees previously protested under the slogan “Security and predictability of jobs at API.” Slavi Slavov, an inspector in the National Toll Administration, said the demands were not for higher wages but for the preservation of jobs.
