I cannot answer whether "Greatness" will enter the National Assembly, as this will be part of the decision of the Constitutional Court, to which the Central Election Commission (CEC) will submit the necessary documents today.
This was stated by Kameliya Naykova, chairperson of the CEC, in an interview for BTV.
"There may be changes in the current parliament if there is a change in the votes and the 4% threshold."
Today, the Central Election Commission (CEC) will submit the election result calculations to the Constitutional Court (CC). If there is a change in the total number of valid votes and the 4% threshold, there may be shifts in the parliamentary composition, noted the CEC Chairperson.
She also pointed out that she is not authorized to disclose information, as this will be done by the Constitutional Court.
"Neither the CEC nor the 'Information Services' count the ballots. By the decision from February 26, the CC assigned the CEC to input the figures provided from 2,204 protocols, accepted by the court with expert analysis. The recounting is conducted by experts within the CC," said Neikova.
In two polling stations, no ballots were found, although the protocols indicate that voting took place. In another seven, either the machine-generated or paper ballots were missing, Neikova further explained.
"Mayors determine the storage locations. Opening them is decided either by the court or the CEC. One case is in Galabovo, another in the 'Mladost' district of Sofia, and the third in Blagoevgrad. I don’t know how these missing ballots could change the election results. Still, it’s about 780 votes," Neikova added, emphasizing that criminal responsibility should be sought for officials responsible for safeguarding the election materials.
For the polling stations in the villages of Garmen, Belitsa, and Ognyanovo—where there was no video surveillance—an expert examination has been commissioned by the Constitutional Court.
"Everyone witnessed the election violations. This is unacceptable, as is the last-minute replacement of precinct election commission members," Neikova stated.
When asked whether the political party "Greatness" would enter the National Assembly, Kamelia Neikova responded:
"I cannot say whether 'Gretness' will enter the National Assembly, as this will be part of the Constitutional Court's decision. Today, the CEC will hand over the necessary documents to the court. There might be changes in the current parliament if there is a change in the vote count and the 4% threshold."
Eleven polling stations were subject to investigation, with the main task being to verify the number of valid votes and whether the precinct protocols complied with legal requirements. This work was carried out by experts. Seven of the sections reported zero valid votes. In five of these, paper ballots and some machine ballots were missing. Additionally, there were two sections where all party results were zero, she reported.
"The missing ballots are from Stara Zagora, Galabovo, Sofia, and Blagoevgrad," said the CEC Chair.
Out of the 2,204 protocols, discrepancies were found in 982 between the expert findings and what was recorded in the precinct protocols.
"It is possible that the ballot bags were mistakenly not provided to the Constitutional Court," she concluded.
