A voter may cast a ballot again using a voting machine if the screen displays the message “Your vote has been cancelled” or another error indicating that the ballot was not recorded by the device. The provision is included in new methodological instructions issued by the Central Election Commission.
The instructions followed cases in several regions where machines failed to register submitted votes even though they printed receipts. The incidents raised the question of whether voters had exercised their right to vote when a machine had completed the procedure but had not registered their choices.
“In the event of the message ‘Your vote has been cancelled’ or another error message, the vote has not been recorded by the machine and the voter may vote again,” the instructions say.
Under the new rules, the possibility of voting again depends not on whether a receipt was printed, but on whether the machine registered the vote. If the device reports a cancelled ballot or another error, the voter should be allowed to go through the machine-voting procedure again.
The new instructions were provided to BNT, but the specific text had not been uploaded to the Central Election Commission’s website at the time of publication. The commission’s website contains general decisions and methodological instructions on the work of precinct election commissions during machine voting, but the publicly available version does not include a specific provision on repeating a vote after the message “Your vote has been cancelled.”
Therefore, in such a case, the decisive factors are the message displayed by the machine and whether the vote was recorded. If the device says that the vote was cancelled or reports another error, the voter may request to vote again using the machine.
